Community Engagement Informs Action Plan to Address Air Pollution From Metal Recycling Facilities
Community members, community leaders, metal recycling facility employees, and academic researchers partnered to develop a public health action plan to address residents’ concerns about metal recycling facilities in and near several low-income communities of color in Houston. Because of this work, metal recycling facilities modified their practices to reduce pollution and created new resources to improve communication between facility management and the residents affected by the facilities.
An April 2020 paper highlighted the research teams’ partnership building process. The feature described how the team — composed of academics, Houston Health Department officials, and members of a local environmental justice advocacy group — worked with metal recyclers and community members to respond to community concerns about pollution from the metal recycling facilities. While there are more than 150 metal recycling facilities in Houston, the study focused on those near the low-income neighborhoods engaged in the study. The partners established the Metal Air Pollution Partnership Solutions (MAPPS) study, a community-based participatory research project to address concerns about air pollution. This unique partnership created a community advisory board (CAB) that engaged all parties involved, including members of the metal recycling industry.
Since 2020, the team has observed the benefits of a co-developed public health action plan. In a June 2023 paper, the team describes their collaborative effort to develop a public health action plan, which has been used to sustainably address community concerns.

Determining Community Perceptions
The research team conducted key informant interviews, focus groups, and a community survey to gather data on the community’s environmental health concerns and perceptions of the metal recycling facilities. The researchers used the data to inform their public health action plan.
To capture different perspectives, the team conducted key informant interviews with five community leaders and four management-level employees at the metal recycling plants. Additionally, researchers held one focus group with other metal recycling employees and six with residents. Metal recycling representatives on the CAB recommended recycling employees for focus groups, and the team recruited residents for focus groups through board outreach at neighborhood events, door-to-door canvassing, flyers, and social media.
From the interviews and focus groups with recycling facility employees, researchers gathered data on the employees’ work experiences, safety practices, environmental and occupational health training, thoughts about how their facility affects local neighborhoods, and experiences interacting with residents and officials to address environmental health issues.
The resident interviews and focus groups solicited residents’ views about the recycling facilities, environmental quality, and challenges in addressing environmental issues. During these conversations, the interviewers and focus group moderators also asked residents to recommend ways to improve their neighborhoods’ environmental health.
After analyzing the interview and focus group data, the team created a community survey to gather data on a wider scale. Field staff administered the surveys door-to-door to 370 households in neighborhoods near the metal recycling facilities.
“By conducting interviews, focus groups, and a community survey, we were able to get a thorough picture of the community’s perceptions of the metal recycling facilities and the neighborhood environment,” said Elaine Symanski, Ph.D., professor in the Center for Precision Environmental Health and lead researcher on the study. “The CAB was an essential partner for this work and ensured there was buy-in from both the residents and metal recyclers.”

Developing a Public Health Action Plan
The team analyzed the interviews, focus groups, and survey. Community member responses indicated concerns about pollution and its health effects. Residents felt powerless to address concerns with industrial facilities in the neighborhood. They described the challenges of resolving their environmental health concerns, including not knowing how to submit concerns to the facilities and lack of environmental health information about the facilities, such as air quality information.
Residents expressed pride in their community, attributed to a feeling of connectedness to other residents. They had mixed views on the metal recycling facilities. Some residents spoke about the advantages of recycling scrap metal to reduce possible pollution in the area, while others shared concerns about environmental health issues such as bad odors, noise, and smoke from fires.
Metal recycling employees stated that their facilities benefit the community by providing an opportunity to reduce waste, creating jobs, and contributing to the community through philanthropy. Employees indicated that they regularly respond to the concerns of community members’ who file complaints. They also acknowledged some negative effects of the facilities, such as excess traffic and production of dust and particulate matter.
Using all this information, the team created their public health action plan, which has five components:
- Disseminate findings at community forums.
- Improve communication among residents, metal recyclers, and city officials.
- Provide environmental health leadership training.
- Provide information to address environmental health concerns.
- Reduce metal air emissions from metal recycling facilities.
“The variety of feedback we received helped ensure the action plan is a thorough reflection of the whole community’s needs,” explained Symanski. “Also, including perspectives of the metal recyclers ensured we were ultimately able to develop an action plan with feasible solutions for the community.”
As part of the implementation of the action plan, metal recycling plants modified practices to reduce air pollution and conducted more environmental health training for staff. They also developed a protocol to track interactions with residents and created resources for communicating information on environmental health concerns to residents.
To ensure greater success and sustainability of the public health action plan, the research team developed communication materials, hosted community forums to disseminate research findings and information about the plan. They also provided an environmental health leadership training session for residents, community leaders, and metal recycling employees.
Although the MAPPS research project ended after the team released the action plan, they have continued to leverage the partnership created by the project. For example, one of the MAPPS CAB members, Reverend James L. Caldwell, founder and director of the Coalition of Community Organizations, now serves as a community partner in an NIH Center of Excellence on Environmental Health Disparities Research at Baylor College of Medicine, Texas Southern University, and UTHealth McGovern Medical School that is focused on unraveling environmental health disparities among mothers and children.
Symanski and her team also continue to collaborate with the Houston Health Department on environmental justice issues. Most recently, they worked with the department’s chief environmental science officer and former MAPPS partner, Loren Hopkins, Ph.D., to address residents’ concerns about soil contamination living near the former Union Pacific Railroad Company’s wood preserving works facility.
Hopkins acknowledged the mutual benefits of this relationship by commenting, “The MAPPS partnerships have allowed for continued interactions with the MAPPS team, including CAB members, as we work together to advance health equity and reduce the disproportionate burden of environmental exposures that adversely affect the health of Black and Hispanic persons in our city.”
New Healthy People 2030 Infographics on Social Determinants of Health
The Office of Disease Prevention and Health Promotion’s Healthy People 2030 initiative released infographics in May on five topics related to social determinants of health (SDOH):
- Access to foods that support healthy dietary patterns.
- Access to health services.
- Civic participation.
- Early childhood development and education.
- Employment.
Each infographic represents a literature summary from one of Healthy People 2030’s five SDOH domains: economic stability, education access and quality, health care access and quality, neighborhood and built environment, and social and community context. For example, the infographic on food access highlights how the availability of healthy food, food cost, transportation, and community programs influence a person’s access to healthy, safe, affordable food. The corresponding literature summary goes into more detail, describing negative health outcomes, such as obesity and diabetes, that may result from a lack of access to healthy foods and how the food environment surrounding a school may affect children. A literature summary on environmental conditions includes information on water and air quality, weather and climate change, and strategies for improvements, although there is not yet a corresponding infographic. Healthy People 2030 is a U.S. federal initiative that sets data-driven objectives to improve the nation’s health and well-being.
Waste Management Facility Near Environmental Justice Community Denied Permission to Continue Open Burn Operations
In June, the Louisiana Department of Environmental Quality (LDEQ) made a final decision on a waste management facility’s permit renewal, denying Clean Harbors Colfax the ability to continue its open burn and open detonation operations. The decision came after a public comment period and community efforts to document pollution levels from the facility, including a collaboration with NIEHS-funded researchers to gather data from nearby residents about how pollution from the facility was affecting their lives. Residents of Colfax, a rural community within a few miles of the facility, reported respiratory problems, skin problems, home damage, and other health concerns. A May 2022 paper describes how the team found that the spread of contaminants from the burn facility overlapped with residents’ health concerns.
New Issue Brief on Achieving Environmental Health Equity
The American Public Health Association’s Environmental Health & Equity Collaborative, with funding from the U.S. Centers for Disease Control and Prevention (CDC), published an issue brief on health disparities and their causes in spring 2023. The issue brief emphasizes the importance of public health organizations taking action toward health equity if they want to provide effective environmental health services. The publication describes the need for public health action, including in environmental justice, and lists opportunities for action for public health organizations. The opportunities are grouped according to the CDC’s 10 Essential Public Health Services. For example, within the essential public health service of addressing health problems affecting the population, there are calls to action to meet with, listen to, and work with and for communities affected by environmental injustice and to integrate environmental justice criteria into funding requirements. Other calls to action include engaging in environmental public health workforce development and developing environmental health metrics in partnership with communities. The Environmental Health & Equity Collaborative promotes environmental health by sharing resources on topics such as climate, environmental health awareness and communication, and the environmental health workforce.
U.S. Environmental Protection Agency to Form National Environmental Youth Advisory Council
The U.S. Environmental Protection Agency (EPA) will establish a National Environmental Youth Advisory Council, which will provide advice and recommendations to the agency on how to improve efforts around environmental issues, such as climate change, as they affect youth communities. The council will help ensure the inclusion of youth perspectives in EPA’s decision-making as the agency works toward ensuring people in the U.S. have access to clean air, safe water, and healthy land. Applications are due August 22, and applicants must be between 16 and 29 years old on that date. At least half of the 16 council members will come from, reside in, or do most of their work in disadvantaged communities. Denae King, Ph.D.
Growing up in a community affected by industrial pollution inspired Danae King, Ph.D., to pursue a career in public health. She is now an environmental justice researcher at the Bullard Center for Environmental and Climate Justice where she works to understand the effects of environmental issues on communities of color, like the one she grew up in. King also supports the Bullard Center’s Historically Black Colleges and Universities Consortium’s Worker Training Program-funded employment training program and conducts research on maternal health issues with the Maternal and Infant Environmental Health Riskscape Research Center.

Time-Sensitive Research Opportunities in Environmental Health Sciences (R21 Clinical Trial Not Allowed)
Supports research in environmental health science in which an event has or will imminently occur that provides a limited window of opportunity to collect samples and data to support the assessment of exposures and human health impact. The goal of the program is to characterize initial exposures, collect human biological samples, or collect human health and exposure data to provide critical information to understand exposure-health outcome relationships, with the goal of providing data that will facilitate timely action to protect public health.

Lasker Clinical Research Scholars Program (Si2/R00 Clinical Trial Optional)
This program fosters the development of early stage, independent clinical investigators in two phases. The first phase will support scholars in the intramural research program for up to five years, with the possibility of an extension for an additional two years. Successful applicants for the Lasker Scholars Program will be appointed as independent tenure-track investigators within an NIH Institute or Center. Upon successfully completing the initial intramural phase of the program, the Lasker Scholar will be eligible for two options in the second phase: (1) Remain in the Intramural Research Program with continued intramural funding and progression to tenured senior investigator status; or (2) Scholars who successfully complete at least five years in the first phase of the program will be considered for up to three years of support to continue their research as independent clinician- scientists at an extramural institution. Clinician-scientists are scientists with professional degrees who have training in clinical care and are engaged in independent biomedical research. Clinician-scientists can be dentist-scientists or nurse-scientists, for example, while physician-scientists have an M.D. or D.O. degree.

STrengthening Research Opportunities for NIH Grants (STRONG): Structured Institutional Needs Assessment and Action Plan Development for Resource Limited Institutions (RLIs) (UC2 - Clinical Trial Not Allowed)
The STRONG-RLI program will support research capacity needs assessments by eligible RLIs. The program will also support recipient institutions in using the results of the assessments to develop action plans for how to meet the identified needs. The program’s goal is to increase competitiveness in the biomedical research enterprise and foster institutional environments conducive to research career development. Awards are intended to support RLIs in analyzing their institutional research capacity needs and strengths. RLIs are defined for this funding opportunity as institutions with a mission to serve historically underrepresented populations in biomedical research that award degrees in the health professions or the sciences related to health, in STEM fields including social and behavioral sciences, and have received up to $25 million (total costs) per year of NIH research project grant support for the past three fiscal years.

Addressing the Impact of Structural Racism and Discrimination on Minority Health and Health Disparities (R01 - Clinical Trial Optional)
Supports intervention research to address the impact of structural racism and discrimination on minority health and health disparities. Research projects must address structural racism and discrimination in one or more NIH-designated populations with health disparities in the U.S. and should address documented disparities in health outcomes. Applications are also expected to provide a conceptual model identifying hypothesized pathways between the structural racism and discrimination and health outcomes. NIEHS is interested in applications that are within scope of its 2018-2023 Strategic Plan, meet the criteria established in the funding opportunity, and focus on intervention research that mitigates or prevents the impacts of environmental exposures on communities due to structural racism and discrimination. Applicants are strongly encouraged to use community-engaged research approaches that ensure equity, such as including community partners as part of the research team and having letters of support from community partners. Applications that demonstrate collaborative (i.e., community-academic partnerships) intervention approaches to address the negative health effects of structural racism and discrimination across multiple populations with environmental health disparities will be prioritized.
