Administrative Supplements to Promote Partnerships for Environmental Public Health

Partnerships for Environmental Public Health (PEPH)

Purpose

As part of its effort to develop the new program Partnerships for Environmental Public Health (PEPH), the National Institute of Environmental Health Sciences (NIEHS) is announcing a one-time opportunity for active NIEHS-funded grantees to apply for administrative supplements to support activities to:

  • Build new partnerships with community groups/stakeholders,
  • Develop and/or disseminate educational and outreach materials,
  • Enhance communication with partners (i.e., town meetings, forums on selected topics),
  • Evaluate (process and outcome evaluations) strategies to quantify public health impact, or
  • Engage community and researchers in Environmental Health Science research projects.

The purpose of this supplement announcement is two-fold. First, the intent is to provide support for grantees already working in this area to enhance current grant activities within the scope of the peer reviewed application. Second, the supplements are also meant to encourage scientists with a traditional research focus to communicate/translate their research into materials or messages that are useful to other groups, such as the lay public, health care professionals, decision makers, or educators.

All proposals must be within the scope of the currently funded grant activities.

Proposals can be up to $100,000.00 Direct Cost for one year only. Please note that third party F&A are not included in the requested direct cost.

Principal Investigators (PIs) wishing to submit proposals over $50,000.00 direct cost must first contact their program administrator and send a letter of intent via e-mail (Subject Line: PEPH Supplement) to PEPH@niehs.nih.gov by January 25.

NIEHS anticipates having $1.5 million in support of this supplement program. The total number of awards to be made is subject to availability of funds and quality of applications.

Eligibility

NIEHS-funded grantees are eligible for this supplement, except T, K, and F grants.

Projects in No Cost Extension may also be eligible. Please contact your program administrator by January 25.

Participation in multiple supplements is allowed; however, we will accept only one application per PI.

Application Procedures

Send your applications to NIEHS Grants Management by February 22, 2008. The following elements must be included in the application packet:

  1. A completed face page (with appropriate signatures) from Grant Application Form PHS 398. Include the title and grant number of the parent grant on line 1 and the name "Administrative supplements to promote partnerships for environmental public health" on line 2.
  2. A detailed budget using the PHS 398 form pages 4 and 5 Exit NIEHS Website.
  3. A brief description (up to 5 pages), prepared by the PI of the parent grant, that includes:
    • A brief summary or abstract of the funded grant or project.
    • A description and plan of the proposed activity and how it relates to the specific research or training goals and objectives of the parent grant
    • A clear description of proposed partnership(s)
    • A description of intended outcomes, including contributions to public health and policy, which may result from work.
  4. Letters of commitment from partners.
  5. Completed check list page.

Applications must be signed by the authorized organizational representative and sent to NIEHS. Do not submit your applications to the NIH Center for Scientific Review.

Applicants are strongly encouraged to submit their application packet as one .pdf document to NIEHS Grants Management at PEPH@niehs.nih.gov. Applicants may also submit applications in paper format to NIEHS Grants Management Branch with “Attention: PEPH.”

Funds Available

Equipment may be requested; however, the PI must demonstrate how it relates directly to the proposed partnership activity.

Application Deadline

Applications must be received by February 22, 2008 to be considered. Send your application to NIEHS Grants Management at PEPH@niehs.nih.gov.

  • Review will occur in March 2008.
  • Funding decisions will be made in May/June of 2008.
  • Anticipated start date is July 2008.
  • This announcement is a one-time solicitation.

Submit your letters of intent (if appropriate-see "Purpose" above) by January 25, 2008 to: Liam R. O'Fallon at PEPH@niehs.nih.gov.

Review Criteria

Administrative supplement applications will be reviewed by NIEHS staff. Following are the criteria by which the merit of proposals will be determined:

  • Relevance to Partnerships for Environmental Public Health (see NOT-ES-008-02 (http://grants.nih.gov/grants/guide/notice-files/NOT-ES-08-002.html)) Exit NIEHS Website
  • Relevance of proposed activities to parent grant
  • Adequate progress of parent grant appropriate to the current stage of the project
  • Appropriate and well-described plan to accomplish the goals on an adequate timeline.
  • Investigators, partnership(s) and environment adequate to achieve the goals of the project.
  • Innovation (e.g., new partner groups, new communication strategies, evaluation methods, etc.)
