Skilled Service Personnel (SSP) support emergency response organizations during an emergency incident, and include laborers, operating engineers, carpenters, ironworkers, sanitation workers, and utility workers. SSP called to an emergency incident rarely have recent detailed training on the specific chemical, biological, radiological, nuclear, and/or explosive (CBRNE) agents they may encounter or the personal protection equipment (PPE) relevant to the incident. This project addresses this SSP training shortfall by developing a wireless lesson delivery system called the Just-In-Time Training for Emergency Incidents system (JITTEIS). SSP dispatched to an emergency incident receive brief site-specific multimedia refresher lessons on their cell phones derived from the Occupational Safety and Health Administration (OSHA) #7600 Disaster Site Worker Course. The refresher lessons describe the CBRNE threats and safety protocols (including PPE) identified by the Safety Officer (SO) at the incident site. Users can upload new content for immediate broadcast, such as pictures or video clips taken with their cell phones, of newly discovered hazards. JITTEIS will also broadcast logistics multimedia, such as maps of staging areas and the faces of individuals assigned to the incident command.
During Phase I of the project, JITTEIS demonstrated (1) interoperability among diverse mobile devices, wireless service providers, calling plans, and incident management systems, (2) instructional designs and production procedures for lessons rendered on mobile device user modeling and system ergonomics, (3) pushed versus pulled content delivery, and (4) training adaptation to rapidly changing threats. In Phase II, JITTEIS development will be completed, a set of available training lessons will be developed based on needs, and the system will be deployed and evaluated in two settings that together encompass many of the requirements of CBRNE incidents: a large New Jersey construction site involving hazardous waste material and a distributed work force, and the command center and distributed vehicle fleet of New Jersey’s largest paramedic organization.
BanDeMar Networks is an emerging small company founded in 2003 as a limited liability company by members with successful careers in Internet media research and service industries. Its main labs are located inside the Newark campus of the New Jersey Institute of Technology. BanDeMar Networks offers mobile multimedia campaigns that automatically push time-critical multimedia messages to the cell phones of subscribers regardless of their cell phones, service providers, or wireless plan, and without the need to download or install any software. The pushed multimedia can be archived or live content authored by the customer and/or by BanDeMar Networks as an additional media production service. The service also improves situational awareness by collecting time-critical multimedia captured with cell phones. This service has broad applications well beyond SSP just-in-time training, including community outreach and patients adherence, particularly among vulnerable populations with limited access to the Internet.
